Notice of Appeal Public Hearing

GEORGE HARALABAKOS has made an appeal to the Nova Scotia Regulatory and Appeals Board from a decision of Chester Municipal Council refusing a development agreement and rezoning request from Settlement Residential 2 Zone to Mixed Use Zone affecting property at Highway 3, Simms Settlement (PID: 60082401). This matter will be considered in a public hearing as follows:

Hearing starts: Monday, July 13, 2026 at 10:00 a.m. (Continuing Tuesday, July 14, 2026, if necessary)

Evening Session: Monday, July 13, 2026 at 6:30 p.m.

Hearing Location: Council Chambers

Board Hearings are open to the public and you may participate as follows:

  • You may speak at the hearing. You must notify the Board by Wednesday, June 10, 2026.
  • You may make written comments by sending a letter to the Clerk of the Board at P.O. Box 1692, Unit “M”, Halifax, NS B3J 3S3, or by using our secure file transfer service at: https://board.titanfile.com/NSRAB/, or by fax at (902) 424-3919 by Thursday, July 2, 2026.
  • You may request formal standing as an Intervenor, subject to Board approval. This will allow you to present evidence or cross-examine witnesses. Your request must be received by the Board by Friday, May 29, 2026, and a copy of your written evidence by Monday, June 8, 2026, for Intervenors supporting the Appellants, and by Monday, June 22, 2026, for Intervenors supporting the Municipality.
  • You may request a copy of the audio file for the proceeding after the hearing by contacting the Clerk of the Board.
