"Village of Chester Secondary Planning Strategy and Land Use By-Law Review"

In January 2020 Municipal Council approved a new Municipal Planning Strategy and Land Use By-Law. These documents regulate land use and development activity for areas outside the Village of Chester. The Village is regulated by a Secondary Planning Strategy and Land Use By-Law. Staff are now undertaking a review of the Village of Chester planning documents. 

The format and structure of the Village of Chester Plan will match the Municipal Plan, however, the policies and regulations created within the village documents will be tailored to address the unique opportunities, issues and challenges within the Village.

Radiocommunications Facilities-Consultation Process Options
Based on Strategic Priority, Municipal Staff initiated a review to potentially amend the process for consultation requirements for  proponents of radiocommunications facilities (cell towers) through the license application approval to the federal government. Council has directed Staff to confirm the process to rescind the Motion from 2015 agreeing to partnership with CRINS, prepare a staff report and draft municipal Policy for radiocommunication facility proposal consultation. Furthermore, as a result of the proposed Policy amendments to the Municipal Planning Strategy (MPS) and Land Use By-Law (LUB) are necessary. 

  • Current Status: Present recommendation to Council that the Motion from 2015 agreeing to the partnership with CRINS be rescinded; present the staff report and Draft Radiocommunications Policy to Council for discussion and confirm proceeding with a second Council Meeting to adopt the Policy; and, present request to Council for direction to prepare draft MPS and LUB amendments, hold a Public information Meeting and bring the matter to Municipal Planning Advisory Committee for consideration, as an associated process to rescinding of CRINS partnership and adoption of the new Policy. (Council Meeting tentatively scheduled for March 14, 2024.)
  • Next Step: Second Council Meeting to adopt the Draft Policy.
  • Next Step: Hold a Public Information Meeting and provide draft MPS and LUB amendments to Municipal Advisory Council (MPAC).
  • Next Step: provided MPAC directs the draft MPS and LUB amendments to proceed, bring the amendments to Council for first reading and the scheduling of a  Public Hearing. (Timing TBD)
