CM-AM2025-002 - Wind Turbine Setback Amendments-Provincial Mandate
The Minimum Planning Regulations under Section 214 of the Municipal Government Act (MGA) and Section 229 of the Halifax Regional Municipality Charter (HRMC) have been amended to implement a maximum setback for commercial wind turbines.
The Government of Nova Scotia is committed to reaching 80% renewables by 2030. These regulatory amendments will support this goal by providing consistent standards across Nova Scotia's municipalities, making it easier for wind energy projects to move forward, while also protecting residents from negative impacts for wind energy projects to move forward, while also protecting residents from wind development projects such as noise and shadows.

CM-AM2025-001 - Differentiate short-term rentals from tourist accommodations
Municipal Council directed staff to undertake public participation and prepare a report and draft amendments to the Municipal Planning Strategy and Land Use By-Law to better differentiate short-term rentals from more traditional tourist accommodations in advance of the concurrent process of adopting a licensing by-law for short-term rentals.

"Village of Chester Secondary Planning Strategy and Land Use By-Law Review"
In January 2020 Municipal Council approved a new Municipal Planning Strategy and Land Use By-Law. These documents regulate land use and development activity for areas outside the Village of Chester. The Village is regulated by a Secondary Planning Strategy and Land Use By-Law. Staff are now undertaking a review of the Village of Chester planning documents.
The format and structure of the Village of Chester Plan will match the Municipal Plan, however, the policies and regulations created within the village documents will be tailored to address the unique opportunities, issues and challenges within the Village.
