Snow and ice control
This standard applies to pedestrian facilities, including municipal sidewalks and crosswalks owned and maintained by the Municipality of Chester. It does not apply to pathways, sidewalks and paved shoulders owned and maintained by other entities. It also does not apply to trails that do not receive winter maintenance.
When there is a snowfall or icy conditions:
- We respond within a 24-hour period following the end of a storm event. This includes all sidewalks. It also includes parking areas at the Administration Building (151 King Street, Chester), Annex Building (186 Central Avenue, Chester) and Public Works Facility (643 Highway #14, Windsor Road).
- Road and sidewalk snow and ice control is contracted.
- Crosswalk openings and access to buttons are cleared by hand as necessary.

Maintenance of parking areas
This standard applies to parking lots at buildings and outdoor spaces that are owned by the Municipality of Chester. Some examples include:
- The Municipal Administration Building parking lot on King Street in Chester
- The Municipal Annex Building on Central Street in Chester
- The Public Works Facility on Highway #14, Windsor Road
Every spring, municipal staff will assess the accessible parking and decide what maintenance is needed. The assessment will include:
- Accessible parking signage and line and symbol painting so it is clear where to find accessible parking spaces;
- The parking area surface (for example, asphalt, gravel) to make sure it is in good condition;
- The pathways that people use to get to and from accessible parking spaces in the parking area safely.
Plan for accessible entrance
The Municipality must have a plan that tells the public how we make sure barrier-free entrances to our buildings stay accessible. This means the entrances are clear and any power door operators are working. This standard applies to accessible entrances at our public buildings.
Municipal staff will check both accessible entrances daily at each of the following locations:
- Administration Building
- Annex Building
- Public Works Facility
If we find there is a problem with the accessible entrance to one of our buildings, we will:
- Take action to make them accessible again. This might mean moving an object/debris or changing a door setting.
- If we can’t fix the problem, we will put out a sign and direct the public to a different accessible entrance.
